What are your qualifications?
A. I have been a CWO at the RCJ for the last 6 years and a Qualified Social
Worker for 12 years before that.
Q. So you took the course for the Certificate in Social Work?
A. Yes.
Q. When you took that course how many hours were devoted to specific training
for Court Welfare Work?
A. I can't recall anything there - the course was a general course about
all aspects of Society. I did not train as a CWO. I trained as a Social
Worker.
Q. So what specific training did you have for being a CWO - or did you
just pick it up as you went along?
A. When I became a CWO there was an induction ... and I read books...
Q. What does Cafcass do to monitor outcomes of cases where CFRs have made
recommendations?
A. Historically, monitoring has not taken place: it is one of the things
that Cafcass is now looking at, ... there may be a longitudinal study.

Of
all the agencies within the the UK family law apparatus,
the Children and Family Court Advisory and Support Service
(CAFCASS) is perhaps the most reviled by the ordinary, decent
parents who are subjected to its scrutiny.
CAFCASS
reports are ordered by Family Court judges presiding over
contact
hearings, and the recommendations of its Court Welfare
Reporters (CWRs) heavily influence the judgments issued
by the Family
Courts.
Each year some
85,000 families with children under 16 undergo divorce.
Added to this figure is the massive number of cohabitation
couples with children who split up annually.

Children
First, a 1998 Government paper, indicates that 40% of separated
mothers admit to thwarting contact between the child and its father.Each
year some 80,000 parents turn to court.
A
common outcome within 2 years -- in about 40% of these cases -- is
permanent severance from the children.
How is this done? What or who is responsible for creating a mass
epidemic of
fatherless children?
What
are
the
mechanism
that "achieves" such outcome?
One key component is the input and the type of recommendation made by a group
of about
660
officers who prepare "welfare" reports on some 10% of the
nation's birthrate.
